Rule changes include video replay be expanded to determine catch/no catch, more strict enforcement of hit batter making an attempt to get out of the way in order to be awarded first base, and that if any game of a 7-inning double header be suspended or postponed, it will still be a 7-inning game. The proposal is that all foul poles be painted fluorescent yellow for the 2016 season.
Missing again is the fake pickoff toward 3b and spin being called as a balk as it is in MLB.
Not a new rule, but one previously passed that take affect this year is that the seams on the ball will be lower. Reports are that this will make the ball fly up to 10% further.
The NCAA issues a new rule book that covers two seasons. The 2015-2016 rule book will likely be released in December.

I like the rule on prohibiting a HBP magnet.
