In the past, the administration projected 40000 students by 2020. Hopefully the minimal growth in enrollment means that admission standards can continue to rise.

Possibly.
As much as I'd like the school to raise its average incoming SAT to 1200, the real reason for this restriction (to 26k students) is not because we're being more strict with admissions but because there are fewer students in the overall pot.
Fewer students bodes badly on several levels, especially when you consider the number of other great universities in our state.
The upside to all of this is that we can sell the Florida lifestyle (beach, etc) to high school students from states like NY, NJ, MA and even Canada. With them comes more money. On the downside, if we don't have the amenities and atmosphere to retain them over the four years, their admission is only a temporary solution.
