Forget the stadium... what about the rest of the "village"?

Ok so this question has come up in my mind and I haven't seen it covered yet on these boards.

Say the stadium is delayed…  What effect does that have on the new Housing and the 60,000 square feet of proposed retail space that is supposed to be a part of Innovation Village?

Is it an all or nothing deal, or can we get part of it done by 2010, with the hope that the rest is completed soon after?  Primarily I am concerned with the retail space, as I know the housing is supposed to be on track for Fall 2010 regardless of the Stadium. Right?

If the stadium doesn't happen, the housing needs to go up no matter what. There are way too many people that want housing that don't have it.

I've actually been keeping up with this and asking anybody I can. Here's what I've cobbled together:

The Stadium is the centerpiece and is thus getting all the attention right now. The first phase of Innovation Village housing, 600 beds out of the overall proposed 2400 beds, was supposed to open up in Fall 2009. During the discussions regarding the stadium financing, however, FAU drew up a Plan B to sell development rights for the dorms. This stalled the housing construction because Crocker – who I believe also did Mizner and is the lead developer in the running to create Boca's "downtown spine" along Federal Highway – came forth with a $12.5 million deal for the dorms.

This delayed the Innovation Village (I hate saying or writing that… there's nothing innovate about it) because FAU may be shuffling the cost burden of constructing that first phase off to Crocker (or whoever else signs the development rights deal). The head of Housing told me they were projecting the first 600 beds to open in Fall 2010, which means sometime this summer or Fall we should see construction fences up in the north end of campus by the Henderson Fields. Angelos wrote that FAU believes it could construct as many as 1200 student beds "if the marketing was done properly to sustain it" though that hasn't happened so far (and won't because nothing is marketed well on campus). The dorm has already been designed by PGAL and you can see a rendering here:

Essentially what this means is that FAU should have a football stadium and an additional 600 bed dorm for Fall 2010 if everything goes well. It's certainly needed as the housing waitlist was over 600 people in Fall '08 and will likely generate the same numbers (or higher) in Fall '09 as FAU's popularity grows. Housing is needed yesterday, not tomorrow. We NEED a new dorm by Fall 2010.

Regarding the rest of the Village… like the retail and so forth… let's just say there's not much movement. Nobody that I've talked to seems to have any answers about this. Not Housing, not Chartwells, not Business Development, no one. It hasn't come up in BOT meetings. They don't seem to have any ideas about what we'll go in there in terms of retail outside of the initial report which ran the numbers on how much revenue they could get from a video store, bowling alley, hair and nail salon and convenience store.

To wrap this up, the soonest I heard for the Village was 2011 and since not much seems to be known about it yet, even that may be optimistic.

Question:

It's not the responsibility of the hosting University to provide developmental monies for Greek housing, but the Organization itself? Right??
