We broke ground in 1999?

Found this interesting item, dated December 2, 1999, on the University of Texas-Arlington's student newspaper's website: http://shorthorn.uta.edu/databank/football/n120299-01.html

The Owls will initially take to the football field as Division I-AA, which is one step below the major programs, because of National Collegiate Athletic Association rules. The NCAA doesn’t allow football teams to ascend to the Division I-A level until it sees their crowd base and financial backing.

The Owls will need to average 17,000 paid fans per game and build a facility on campus. The university recently broke ground on a 61,000-square-foot stadium that will seat 42,000 people.

The earliest a team can switch to Division I-A is two years from its creation.

Schnellenberger’s time line has the Owls making that transition in 2003.
