On Wednesday (July 19), the City released its Action Agenda listing its Top Priorities and High Priorities.

Among the High Priorities:

TARGET: Florida Atlantic University: Campus Agreement
Staff will work with FAU staff to develop a new Campus Development Agreement prior to the expiration of the current (extended) agreement on 12/31/2017.
Responsibility: City Manager’s Office Status Report 12-31-16:
• Staff met with FAU personnel on December 29, 2016 to begin the process of developing a new agreement. Status Report 3-31-17:
• Staff is awaiting plans from FAU regarding a new agreement. Status Report 6-30-17:
• Staff is awaiting input from FAU regarding a new agreement and the potential further extension of the current (extended) agreement.


Among the Top Priorities:

TARGET: 20th Street Area Conceptual Plan
Staff will work with the Treasure Coast Regional Planning Council (TCRPC) to prepare an analysis of and develop a conceptual plan for a 20th Street Overlay District. The report will be presented to City Council for direction.
Responsibility: Development Services Status Report 12-31-16:
• On December 2, 2016, City Council, City staff, and FAU leadership held a Summit on the FAU campus facilitated by TCRPC to discuss conceptual ideas and strategic visioning for the 20th St Corridor as a potential gateway into FAU’s campus. At the December 13, 2016 City Council meeting, a future charrette opportunity with TCRPC was discussed. Staff anticipates receiving a Draft and Final Visioning Summit Report from TCRPC, as well as TCRPC providing a Visioning Summit Presentation to the City Council, by spring 2017.
Status Report 3-31-17:
• TCPRC will be presenting their Final Visioning Summit Report at the May 22, 2017 City Council Workshop.
Status Report 6-30-17:
• At the May 22, 2017 City Council workshop, TCRPC made a presented a Visioning Summit Report to the Council. At the meeting, the Council requested that TCRPC provide a proposed scope of work for the 20th Street Corridor/University District to complete the data gathering phase of the conceptual plan. Staff continues to follow up with TCRPC to get the proposed scope of work.


I was surprised that with all the recent shenanigans, that the current muni golf couse and Ocean Breeze didn't make the cut.

The Campus Development Agreement essentially is FAU telling the City what it wants to do over the next couple of years. The City obviously gets to give their input so they can come to a mutual agreement, especially since Boca needs to assess what sort of impact any future development from FAU will have on the City itself - a good example would be how the construction of the stadium impacts the city's traffic patterns, nearby neighborhoods, police needs, utilities, etc

With regards to 20th Street, it takes a lot of pre-planning to accomplish this vision and the Treasure Coast Regional Planning Council is accumulating a lot of data so that both FAU and the City know how to proceed and what the impacts will be…. things to consider would be what businesses are staying vs going, acquiring parcels, how much industrial use needs to remain to serve the rest of the city, ratios of housing vs other businesses, making changes to roads/traffic signals/signs, perhaps burying the power lines… hopefully once this report comes out, you can start making moves on all this.

I'm interested to see how FAU/Boca goes about acquiring the land and redeveloping it. Because it'll be new construction and in Boca, it'll probably feel more "upscale modern" than "organic, neighborhood village"; comparable examples of this would be Storrs Center by UConn or College Town in Rochester.

It's primarily a Parks District initiative the City is only a stakeholder and helping with the bond package…..

So far as the master plan, that is delaying the start of the new athletic center. Chun keeps hinting at start dates, but they keep getting pushed back. That's not his fault, just his problem. He's handcuffed until the new master plan comes out. The last time the master plan, which by statute is required to be updated at least once ever five year, Chun was just starting his position as  Executive Associate Athletics Director for External Relations - at Ohio State.

I am hoping Atwater can use come of his influence to get this thing done.

The first, 1-year extension was granted by the City as Kelly had just come in, and there was a new vision for FAU. FAU stated it would have the master plan by 2015.

In 2015, FAU said it has just completed its strategic plan, and would have the master plan within a year. The City, noting that it is limited to no more than two extensions, added a second year to the extension. The first year came and went, and the City called for talks at that time to get a timeline for the master plan. According to the City, FAU has not even submitted a timeline.

Statutorily, two delays, and the project is scrapped completely. To a private developer, that would mean the equivalent of the 2009 master plan would be scrapped as if it never existing, everything comes to a grinding halt, the process much begin again from scratch, coming up through multiple quasi judicial planning and zoning hearings before it could ever again be brought before the City Council and its own quasi-judicial hearings. That would normally be another 2 or 3 years. But, that is the private sector.

As a State institution, its anyone's guess as it is uncharted legal territory. Unlike the City ordinances, the State statutes really don't get into the consequences of  such failures to comply. The theories from City staff range from results of wildly draconian to the 2009 master plan remaining in effect without arbitration. The City comments about a possible extension are pursuant to inquiries with the State about what would happen and if another extension is even permissible, and what, if any, impact the granting of such and extension would have upon the City facing liability to private interests that were tossed due to such delays. The theory from FAU various administrators is that the delay in the master plan is one of the primary reasons why Atwater is here (if so, I think they made the right choice). That makes some sense, as he is not just replacing the CFO, but also has the title of Vice President for Strategic Initiatives. By comparison, Dorothy Russell was CFO and Vice President of Financial Affairs.

Personally, I have no idea what would happen if there is not a master plan. But, I also firmly believe Atwater will not permit such a delay.

The loan by the City to the parks district has not gone through, and there are still no terms established. They've only agreed to draft a plan by which the City would loan the parks district funds to acquire Ocean Breeze. It sounds like that in addition to the terms for interest, repayment, etc., that the entire council wants the term to be contingent upon the sale of Boca Muni. They still haven't even agreed on the amount. All that has been worked out is that the City and the Parks District have been instructed to work on a plan, and as part of the plan, include a loan by City to the parks district.

The City is much more involved with Boca Muni/Ocean Breeze than it is with the FAU Master Plan.

Thanks Rick. Should've tested it out after I posted it.

Knew it might get lost in the shuffle of the big game but I thought people could read it while sitting around tailgating.
