Becuase it incredibly hard to coach. You have to be perfect at it to work. If you are off a little bit you can't change things on depend on big plays

Sort of.  It's more of a recruiting issue.

QB's dont want to play in it because it doesn't translate to NFL.  OL, especiall tackles dont want to play in it because they dont learn to pass block.

But anyway, it comes down to talent gap.  We dont have the defensive talent to stop Navy.  Say the triple O is impossible to defend and you say Miami sucks…however:

All games
2016/10/01  Miami FL       35  -  Georgia Tech   21 W
2015/11/21  Miami FL       38  -  Georgia Tech   21 W
2014/10/04  Miami FL       17  -  Georgia Tech   28 L
2013/10/05  Miami FL       45  -  Georgia Tech   30 W
2012/09/22  Miami FL       42  -  Georgia Tech   36 W OT
2011/10/22  Miami FL       24  -  Georgia Tech    7 W
2010/11/13  Miami FL       35  -  Georgia Tech   10 W
2009/09/17  Miami FL       33  -  Georgia Tech   17 W

Teambeer is the most knowledgeable FAU sports fan I know, way smarter than me.

It helps they see it every year. Miami has like two GA's who only job is year round is to work on triple option stuff.
They also have not shut I down by any means
When ND played Navy last year they scored on every drive and only had the entire game.
Again Navy put 46 on Houston last year and they have Ed Oilver maybe the best DT in the country.
To stop it you need to gang busters for a Dline like 3-4 nfl guys.

AND you have to basically spy the QB as he is going to run it himself the majority of the time. Dangerous like a mobile qb and we have NEVER stopped a mobile QB have we?

IF the D line holds up and contains the O line the LB's CAN make the plays on the QB and inside FB runs, where MOST of the damage comes from. If not… 400 and even 500+ yards like FAU and Tennessee just gave up. Tennessee actually gave up much more than we did but kept them from as many long runs resulting in TD's! Kept them in the game even though they were DOMINATED!
