Collins has more value than Simms. I would rather have Collins with his experience, knowledge, and success as a QB despite his age.
But they just signed Simms. So as a GM how do you justify letting a player go, when you JUST signed him. Collins is a better player, but he is at the end of his contract and a depreciating asset. I would be shocked if they let Simms go before Collins.
Collins is also due $5.5 million. Even though it's an uncapped year, why pay a QB who isn't going to play $5.5 million a year. If he's playing then something went horribly wrong. Either VY is injured or he went psycho again
My two favorite teams are FAU, and who ever is beating FIU!

Young is a head case.
Collins is vet who can hold down this team in a run oriented fashion and not force the ball.

Smith is cheap and can play at the league minimum.

The NFL doesn't keep you around because you are cheap, they keep you becuase you can do the role that they need. If Rusty doesn't show he has the talent and potential, he will be gone. Same with all of them.
I also think the Collins $5.5M is not a factor for releasing him. If he ends up being their best backup after training camp, he will stay. If they get rid of their best option because of money, and VY goes down, they will lose much more than $5.5M. If Simms or Rusty can show they are an equal option to Collins, then the money situation plays in.

Right, that's why I'm saying if Rusty shows potential he will have a better chance than Simms of making the team.
Simms is a 7-year vet, meaning he has to make a higher salary than Smith.
I'm pretty sure an NFL front office would take a developing cheaper Smith, over a more experienced Simms.
