Actually, it was the democratic senate and the president:

The President (You know the one who initiated the tax break in the first place) wanted it extended.  Neither democrats nor republicans in congress had any plans to extend it…It was a TEMPORARY tax break! you were paying 6.2% 3 years ago what did you do then?  Rick Scott takes an extra 3% out of my pay check every month knowing this I plan accordingly its really not that hard.
