I know what you are saying, but FYI, the money would have been lost into the blackhole. If SG doesn't spend their money by years end, it goes into another account that SG doesn't have control over. So SG would have spent the money on something else. My assumption, at that time, would have been to start a new program. But who knows if that would have even been carried out by the following administration.
