They broke ground months ago and have already spent millions on the prep work and underground facilities, etc. I just mention it so half the folks on here don't start complaining that the approval is this week and ground breaking is a month away.
My understanding is they still must finalize the financing details with the bank, but no approvals are necessary. I am confident they have that sufficiently worked out already and must simply wait for the "official" BOG approval.

State University System of Florida | Board of Governors : Press Room
The Facilities committee is scheduled to discuss the stadium tomorrow, but I guess the final vote won't come until Thursday.
For some reason I couldn't copy and paste the document, but the introduction to the proposal states that the staff of the BOG has reviewed the documents and recommends authorization of financing. In fact, if you read all of the proposals from other schools, the staff recommends adopting them all which makes me think that if a project gets to this stage, it's pretty much a lock for approval…but we'll find out for sure in less then 48 hours.
The other good news is that there is a webcast of this meeting, so it'll be nice to watch the Owls long quest for the elusive on campus stadium finally become a reality.
