I'm not certain that is the case, but I suppose it could have something to do with ensuring players/recruits don't get improper benefits.  Regardless, offer a $1 ticket deal.

OC40 is correct. To maintain a D1 status for football you must have an paying attendance that is at a certain price per ticket. If we do not have that level of paid attendance we could be pushed down to FCS. That is why we can not just give out tickets to everyone for free or even offer a $1.
