Now that it going overboard. Very difficult to charge somebody based on a photo. Although Phelps did already admit to it, but it is still bs in my book. He is going to pay for this with the loss of endorsements and negative public exposure no need to make this a legal issue.

I dont think so, in America in the 30's the government went on a campaign hailing marijuana as a drug that makes people kill, steal, etc…they didn't have that same campaign in Europe is why the attitude toward the drug differs IMO.
