And specificially…

(5)  Subject to the right of the university board of trustees to initiate the dispute resolution provisions of subsection (8 ), a campus master plan must not be in conflict with the comprehensive plan of the host local government and the comprehensive plan of any affected local governments. A campus master plan must be consistent with the state comprehensive plan.

Boca can't drag it out forever, but they certainly can demand that FAU play by the rules.

Black and White, Boca is looking for an excuse to use FAU to build the damn exit period. If they were so concerned about the traffic problem they would have initiated something 15 years ago when growth was beginning to shoot through the roof. If FAU wasn't there they would be crying to the county or state. They have a problem and it isn't the stadium it is lazy city fathers looking for a free ride and the path of least resistance. I could easily understand the city having a beef if it was a business that employed 40,000 employees seven days a week but your talking a bout a situation that will a have an effect on traffic 4 to 6 times a years. Give me a freakin break.  :P

Exactly, 4 to 6 times per year, the vast majority of those on a Saturday.  This is just an excuse for them to use FAU to get their off ramp completed.

The stadium is in the Campus Master Plan, which in order to be approved had to be incorporated into the Boca Comp Plan & Palm Beach County Comp Plan.  Since its already a part of the Comp Plan of the host governments, they cannot complain.  If FAU was pursuing a 65,000 seat stadium instead, an amendment to the Campus Master Plan would be needed and this would need to be approved by Boca/PB County and incorporated into their Comp Plans.

Average annual impact of the stadium due to football IF sold out every day - 575 people/day

Yes the peak's will be higher on game days, but Glades is packed for graduation too, should we stop doing that?

Well, if the plan has already been approved by Boca, but Boca is saying that it hasn't, then it seems it would be pretty easy to just call them out on this.
